Faith-based bill to be scaled back

Senator Rick Santorum (R-Pa.) on Wednesday said he would modify his faith-based initiative bill to respond to claims that religious charities could skirt anti-discrimination laws.

The House last month approved a version of the bill that contains the controversial provision. But key Senators, including Joseph Lieberman (D-Conn.) had doubts about supporting Santorum's version if it did not address the discrimination claims.

In his first week in office, President Bush introduced his faith-based initiative. It would make it easier for religious charities to receive federal funds to fight social problems.

Some Democrats, religious leaders and Constitutional scholars say the proposal blurs the line between church and state.
