Faith-based bill under consideration

Lawmakers in the House and the Senate each began negotiations on Tuesday on a bill to implement President Bush's controversial faith-based initiative.

The House version of the bill might go before the Judiciary Committee as early as Thursday. But key Senators say it needs to undergo major changes or else it is doomed.
