Grant program restricted to religious groups

The director of a constitutional rights group on Wednesday said he will sue the Department of Health and Human Services if the agency doesn't get rid of a grant program that restricts applicants to religious organizations.

A program that offers $4 million in grants to address drug abuse and HIV prevention limits applications to religious groups or those working with them. The program was instituted before President Bush took office and is not part of his faith-based initiative.
