Bush supports two Clinton rules

President George W. Bush administration has agreed to make effective two rules finalized during the last month of the Clinton administration.

One allows citizens the right to gain access to health records and restrict disclosure of such records to doctors, hospitals, health plans, and pharmacies. Secretary of Health and Human Services Tommy Thompson, however, said there might be some changes down the road to the rules

The other rules affect energy conservation standards for washing machines and hot water heaters. He postponed action on standards applying to central air conditioners and heat pumps.
