NOVEMBER 8, 2000 Incumbent Governor Gary Locke easily defeated Republican challenger John Carlson for the leadership of Washington. Along with tribal and environmental leaders, Locke had criticized Carlson for a plan that would end tribal and non-tribal commercial fishing. But the race all along had been predicted to go to Locke.
