THURSDAY, OCTOBER 11, 2001

Osama bin Laden may be exploiting television signals to send covert messages to operatives, White House officials have concluded.

That was enough reason for national security adviser Condoleezza Rice to hold a conference call with TV executives and urge them not to air bin Laden's tapes unedited and unreviewed. All the major networks have agreed.

During World War II, the British government used secret cues in Winston Churchill's radio speeches to inform anti-Nazi operatives in France.
