Organizers of major conventions are pulling out from western New York because the Seneca Nation hasn't yet set up a casino, local officials said.

It was hoped a temporary casino could have been up and running already at the Niagara Falls convention center. But delays at all levels of the process have hurt chances to host major conventions, officials said.

Under a law approved last fall, the Seneca Nation can open one casino in Niagara Falls and in Buffalo. Another could be located on the tribe's reservation.

The tribal council has accepted a compact. Tribal members are to vote on it next month.
