The tribal council of the Seneca Nation has approved a compact with the state of New York but made some changes.

The changes were not immediately disclosed but the document was sent to Gov. George Pataki (R) for continued review. Once the state and the tribe finalize it, the tribe's members have to approve it.

The Legislature is also looking to modify the compact. Democrats in the Assembly want unions accepted at the casinos, which some tribal members have opposed.

The compact would allow for three new casinos, including one to be located off-resevation. A total of six casinos were authorized last month after Pataki pushed a gaming stimulus bill through the Legislature.
