A local statute which limited licenses for urban casinos in Michigan to two companies violated the Constitution, a federal appeals court ruled on Friday.

In a challenge brought by the Lac Vieux Desert Band of Lake Superior Ojibwe, the 6th Circuit Court of Appeals ruled that the exclusion was unlawful. The licenses for the Detroit casinos, the court said in a 2-1 decision, are "illegitimate."

The tribe says it will seek to shut down the casinos.
