An Arizona race track owner who has been barred from doing business with Indian casinos has sued the state.

Jeremy Simms says Gov. Jane Hull (R) and the Department of Gaming have no authority to deny him from doing business with casinos. Citing his shady past, the department in March rejected his attempts to start off-track betting with casinos and earlier this month rejected his application for a temporary race track license.
