MONDAY, JULY 23, 2001 Along with tribal and private sector leaders, Assistant Secretary Neal McCaleb last week testified before the Senate Indian Affairs Committee on good tribal government practices. Strong, fair and de-facto sovereign governments encourage economic development, the group said. McCaleb specifically pushed Congress to increase the $60 million cap on the Indian Financing Act.
