Hoping to bring tourists to the reservation, the Lower Brule Sioux Tribe of South Dakota are planning a 100-mile highway alongside the Missouri River that will tell the story of the buffalo, the tribe, and the people. Part of the Native American Scenic Byway will also pass through the Crow Creek Sioux Reservation.

The tribe is planning a buffalo interpretive center near Fort Pierre, an Arikara village on the west bank of the Missouri River's Big Bend, a marina complex on the riverbank at Lower Brule, and a possible Lewis and Clark re-enactment site near old Fort Defiance on Medicine Creek.

The state has challenged part of the project based on a Department of Interior decision to bring 90 acres of land into trust.
