Tulalip Tribes start own city

The Tulalip Tribes of Washington have started up their own 2,000-acre city in an attempt to bring in revenue.

Called Quil Ceda Village, it has a traditional city government. The city government will collect sales tax from businesses.

The state is still looking at the city and how it plans on responding.
