On Wednesday, April 12, the Confederated Tribes of Warm Springs and Portland General Electric (PGE) signed an agreement making them partners in the ownership and relicensing of a major hydroelectric project. The two parties will also work together to restore salmon and steelhead, which have been completely blocked off by dams from particular areas of a river since 1966. Fish ladders and gondolas have been ineffective. PGE donated $800,000 to purchase a mile-and-a-half reach of Deschutes River tributary so that steelhead may have a place to spawn.

The Tribes own approximately 1/3 of the land beneath the project and receive about $10 a year from PGE. The Tribes had earlier threatened to takeover several dams in the Madras, OR, region.
