The Department of Interior said it is ready to start processing grazing checks for individual Indians but the chairman of the Winnebago Tribe of Nebraska isn't ready to make the trip to the bank.

"I don't get too enthused about this," John Blackhawk told The Lincoln Journal Star, "you can't with the bureau. Nine of 10 times, it's not going to be done. If you don't have that attitude it can be bad for a person."

The department received approval to turn on the Integrated Records Management System (IRMS) this week. But since a related system at the Mineral Management Service (MMS) has not been restarted, only grazing payments can be made.
