A Sioux woman whose complaints about her landlords has been part of an ongoing dispute between city officials in Norwich, Connecticut, and an alleged tribe was arrested on animal cruelty charged on Wednesday, The New London Day reports.

Lea Scott, a member of the Rosebud Sioux Tribe of South Dakota, was arrested because a neighbor complained about two dogs in the back yard of a property she is renting. An animal control officer found the dogs and said they were malnourished.

One, which had an open wound on its neck, was later euthanized while the other has been taken to the local dog pound.

Scott was renting an apartment from the Mohegan Tribe and Nation, Confederation of the Mohegan-Pequot American Indian Nation and Affiliated Tribes. The group says the property is sovereign territory and has racked up fines for violating city codes.

The group also says cars on the property are properly registered to the tribe's own motor vehicle department.
