Fox urges action on immigrant plan

FRIDAY, SEPTEMBER 7, 2001

Mexican President Vicente Fox addressed a joint session of Congress on Thursday, urging lawmakers to act on a plan to legalize the status of illegal immigrants by the end of the year.

President Bush has been considered some form of amnesty for millions of undocumented immigrants, which some conservative Republicans oppose. Congress must eventually authorize any proposal.
