Some members of the Crow Tribe of Montana are refusing to recognize a constitution recently approved by voters and will continue holding quarterly tribal council meetings.

Led by ousted Secretary Tilton Old Bull, the dissidents said they will abide by the old constitution. Should Secretary of Interior Gale Norton approve the new one, Old Bull said they will fight it in court.

The new constitution made a number of changes to the tribe's structure, including the creation of a legislative body. The legislative body, consisting of representatives throughout the reservation, replaces the tribal council, of which all adult Crow was a member.
