CDIB standards discussed in Okla.

The Bureau of Indian Affairs on Wednesday held the first in a new round of public meetings on new standards for issuing Certificates of Degree of Indian Blood (CDIB).

Representatives of tribes in Oklahoma and surrounding states attended a meeting in Norman on the proposed regulations. For the first time, the BIA is proposing a uniform process for issuing the cards.

Some tribal leaders who attended questioned if the regulations will take away their power to define membership. The new rules don't address how tribes are involved in the process, said John Froman, chief of the Peoria Tribe.

Others said they welcomed the rules. Brenda Hampton, enrollment director for the Choctaw Nation, said it will weed out people who should not qualify for federal services.
