Bush urged on Mexican amnesty

A Cabinet-level working group headed by Secretary of State Colin L. Powell and Attorney General John Ashcroft have recommended President Bush request a limited amnesty plan affecting as many as two million Mexican immigrants.

The group on Friday sent a memo to Bush on the subject. A White House spokesperson on Monday confirmed that the administration is backing a plan to grant amnesty to Mexicans.

The details of the plan aren't worked out yet. Congress would have to approve amnesty.

A full announcement is expected when Bush and Mexican President Vicente Fox meet in September.
