JANUARY 22, 2001 The 11 tribes who consider themselves part of the Sioux Nation support a law which provides funding for a Sioux Nation Supreme Court but leaders say fulfillment of the goal depends on a key issue: sovereignty. The tribes will decide how the court will operate. It is expected each will have to cede some sort of power in order for the court to have any effect. President Bill Clinton in December signed into law a bill establishing the court. It will be located in Stanley County, South Dakota, and its construction will be funded by an $18 million grant from the Department of Housing and Urban Development and the Department of Justice will provide support.
