White House says it won't recognize tribes

Despite persistent rumors, the White House on Monday said President Bill Clinton has no plans to issue an executive order recognizing several tribes before he leaves office.

But not everyone is holding their breath. Included is Representative Christopher Shays (R-Conn) and Connecticut Attorney General Richard Blumenthal.

Although tribes can be recognized by Congress, executive order, or the courts, the Bureau of Indian Affairs has been the primary means of recognition since 1978. The BIA can't recognize tribes who have been terminated by Congress, however.
