MONDAY, OCTOBER 15, 2001 A reported 700 adult members of the Crow Tribe of Montana held an alternative meeting of a tribal council the current administration says is illegal. But until the Department of Interior approves a new consitution that disbands the council, dissident Crow leaders say they will continue to convene the group. Among its first orders of business was to move voting to a secret ballot -- a change widely hailed as a positive step. After doing so, the council rejected the new constitution that voters previously approved. The council also approved a number of resolutions affecting daily business. The constitution supported by the new administration replaces the council with a legislative body. Get the Story:
