Mexico certifies Indian rights bill

Mexico's Congress has certified a bill recognizing certain self-determination rights of Indians, the final step in the constitutional amendment process.

The majority of states have ratified the bill but protest came from states with large Indian populations. The bill, they say, weakens land, natural resource and economic rights they previously negotiated.
