A legislative panel has requested Peru's Congress lift ex-President Alberto Fujimori's sovereign immunity in order to charge him with embezzlement and other charges.

The panel said Fujimori gave his former spy chief Vladimiro Montesinos a $15 million payoff. The money was intended to encourage Montesinos -- who possesed thousands of tapes implicating Fujimori and others in various briberies and scandals -- to step down from his post without a fight.

Montesinos subsequently fled the country but was caught recently. He is being held in jail on various charges.

Fujimori also fled the country, taking up refuge in Japan, where his parents were born. He has since been granted Japanese citizenship, and the country indicates it will not send one of its own back to Peru to face any set of charges.
