Is it Friday already? That means it's time for the weekly list of who were the movers and shakers in Indian Country and beyond.

The Winners
The Quinault Nation - For finding yet another way to delay the federal recognition of a Washington tribe. Is Connecticut Attorney General Richard Blumenthal on retainer? If not, he's probably taking notes.

The Arctic National Wildlife Refuge - You've been spared. For now.

Winona LaDuke - For standing up to the "Fighting Sioux" mascot at the University of North Dakota.

Elders of the Mohegan Tribe of Connecticut - For getting bigger per cap payments.

The Losers
The Chinook Nation - For facing a potential reversal of your federal recognition. Guess those Lewis and Clark celebrations will happen without you.

Civil liberties - In the wake of last month's terrorist attacks, America is united -- on limiting freedoms.

The University of North Dakota - For allowing a purveyor of Nazi memorabilia to construct a $100 million arena for the school. And for letting him put up a statue of Sitting Bull.

Secretary of Interior Gale Norton - Your department faces contempt for alleged incidents of retaliation against employees. How about you send a teddy bear to Mona Infield?

In the Middle
The Cayuga Nation - For being awarded a total of $248 million for 64,000 acres of stolen land. But will the state of New York fork the money over? Only time, and probably the Supreme Court, will tell.

The Department of Treasury - For making progress on the trust fund. As Secretary Paul O'Neill would say, "Fabulous."

The Department of Interior - Have you turned in that overdue status report? Apparently so, but no one seems to know where it is.

Indian memorial at University of Nebraska at Lincoln - For already being spit upon. It was bound to happen. Better sooner than later.
