A Canadian group has authored a report calling on the goverment to create a separate educational system for Aboriginals, citing poor treatment of Native children in existing schools.

The C.D. Howe Institute says Aboriginal families moving to urban areas has resulted in substandard education. Native culture should be emphasized in separate schools, said the author John Richards, a former regional government official.
