Bush order mimics industry request

President Bush last year signed an executive order which was basically written by an oil lobbyist who pushed for federal agencies to consider the impact of their policies on the energy industry.

The American Petroleum Institute, a lobbying group, sent an e-mail to a Department of Energy adviser on March 20, 2001, with a draft of the proposed document. On May 18, Bush signed an order whose language closely reflects the industry position.

The similarity was pointed out yesterday by the National Resources Defense Council, a group which sued the Bush administration to release documents related to the president's national energy policy. Federal agencies associated with the energy task force turned over 11,000 pages of heavily redacted e-mails, records and other information pursuant to a court order.

Despite the pro-industry tilt, the group said it hasn't turned up any links from the industry to Bush's push to open up the Arctic National Wildlife Refuge to oil drilling. There are still documents forthcoming, however, and the group said many are blanked out so it isn't possible to know for sure the extent of the influence.
