A federal appeals court on Tuesday upheld stringent clean air standards finalized during the Clinton administration.

The D.C. Circuit Court of Appeals in a unanimous decision rejected claims by the industry that the regulations were "arbitrary and capricious." The move, praised by Environmental Protection Agency Administrator Christie Whitman, clears the way for the standards, which affect air pollution, to be enforced.
