Bush unveils global warming plan
FRIDAY, FEBRUARY 15, 2002

President Bush on Thursday announced his plans to reduce the emissions of gases thought to contribute to global warming.

Bush's plan does not mandate a reduction of carbon dioxide and other greenhouse gases. Instead, it is based primarily on voluntary programs that are intended to give industry an incentive to reducing their emissions.

Industry naturally praised the proposal. A global warming treaty the Clinton administration signed targeted reductions by a certain date.

Environmentalists said the plan was just another stamp of approval for big business.
