The Northern Cheyenne Tribe of Montana and Gov. Judy Martz (R) have made progress on proposed mining near the tribe's reservation.

The State Land Board on Thursday finalized stipulations on the mine development. But not included are hiring preferences for area residents, both Indian and non-Indian, which the tribe is requesting.

The board still has to vote to accept the stipulations. The tribe, meanwhile, has a lawsuit pending in federal court to halt the transfer of the coal tracts pending review of environmental and cultural concerns.
