Democrat offering energy proposal

Sen. John Kerry (D-Mass.) is offering his own alternative to the Bush administration's energy plan.

According to advances given to the press, Kerry will focus on renewable energy, higher fuel efficiency standards and tax credits for consumers who buy hybrid energy vehicles. The proposal does not call for drilling in the Arctic National Wildlife Refuge, which passed the Republican-controlled House last summer.

Kerry will advance his proposal in a speech today at the Center for National Policy. He will also point out the Bush administration's ties to energy companies, including bankrupt Enron, and how the companies helped develop Bush's policy.

It is not clear from the press accounts how Kerry's proposal is different from one by Sen. Jeff Bingaman (D-N.M.), chairman of the Senate Energy and Natural Resources Committee. Bingaman's bill includes a number of provisions affecting tribes, which are being welcomed in Indian Country.
