Editorial: Don't drill ANWR

THURSDAY, NOVEMBER 29, 2001 In an editorial today, two guest columnists in The Seattle Times call oil and gas drilling in the Arctic National Wildlife Refuge a "foolish" solution to the nation's energy needs. Instead of pushing development in the the refuge, which writers Ellen W. Chu and Elisa Murray say contains few resources anyway, the government should institute something called "feebates," they write. Feebates would encourage consumers to buy automobiles that use less fuel, the columnists say. Under the idea advanced by the pair, consumers who buy less fuel-efficient vehicles would pay an added fee to the sticker price while those who buy environmental friendly cars would receive a rebate. Senate Majority Leader Tom Daschle (D-S.D.), a drilling opponent, said the chamber will not consider energy legislation until next year. Republicans hope to attach drilling provisions to the bill.
