TUESDAY, NOVEMBER 20, 2001 The 1st U.S. Circuit Court of Appeals has rejected an appeal challenging the Navy's use of a Puerto Rican island for bombing exercises. Environmentalists hoped to use the endangered species act to stop bombing. A federal court has said national security interests outweight any species protections. Get the Story:
