The White House was unaware that one of its nominees to the Environmental Protection Agency was facing challenges over his record and practices in the state of Ohio.

Those concerns eventually surfaced in a preliminary report released by the EPA which is highly critical of Donald R. Schregardus. As director of Ohio's environmental programs, the report cites lax enforcement of environmental standards.

An administrative law judge of the Labor Department also criticized Schregardus for allegedly interfering with an investigation into cancer clusters.
