Bush pushed on global warming

By a vote of 19-0, the Senate Foreign Relations Committee on Wednesday passed a non-binding resolution calling on President Bush to continue global warming talks.

Bush should either negotiate the provisions of the existing Kyoto Protocol or propose a new agreement, they said. Either way, any proposal Bush might make should include developing countries, the resolution states.

Bush withdrew from the Kyoto Protocol, citing a number of reasons, most notably the effect it would have on the United States' economy. Pointing to the fact that the Senate in 1997 voted 95-0 to reject the agreement, he also said all countries must do their part to reduce gases thought to contribute to global warming.

But Senators yesterday said their 1997 vote was never meant to withdraw the US from global warming talks.

Negotiators from 178 countries last month moved to accept the agreement, which President Clinton had signed. It still must be ratified by a number of countries to take effect.
