AUGUST 16, 2000 The Spirit Lake Reservation in North Dakota has been declared a disaster area by Governor Ed Schafer due to heavy rains over the weekend. The Federal Emergency Management Agency (FEMA) are to begin damage assessment today. The city of Devils Lake is also affected by the designation. Get the Story:
