TUESDAY, AUGUST 14, 2001

Interior Secretary Gale Norton and Agriculture Secretary Ann Veneman signed a 10-year plan with the governors of Western states on Monday.

The agreement addresses fire prevention as well as fire fighting. It does not, however, address logging.

Timber groups are expected to lobby the government to allow thinning of forests. Environmentalists oppose thinning.
