WEDNESDAY, AUGUST 1, 2001 Everyone from environmentalists to labor unions to Alaska Governor Tony Knowles (D) has turned out to lobby for and against drilling in the Arctic National Wildlife Refuge. Knowles sent letters to every member of the House to push for drilling. But while the energy bill under consideration in the House proposes sharing 50 percent of drilling revenues with the federal government, he has previously called for a 90-10 split in favor of the state.
