The US Forest Service in Arizona says Mt. Graham, considered sacred to a number of tribes, is eligible for protection under the National Historic Preservation Act.

Tribal leaders and environmentalists have battled the University of Arizona over the use of the mountain. The school uses the mountain as an international observatory and is finishing construction of three telescopes.

But while a listing on the National Register of Historic Places might mean additional environmental review, a Forest Service spokesperson said it wouldn't halt construction.
