Japan struggling on global warming accord

Japan's Prime Minister will soon be deciding if his country will ratify a global warming treaty which President Bush has abandoned.

International observers say without Junichiro Koizumi's support, the accord will fail. If he supports it, his political standing with Bush may dissolve, they add.

Koizumi himself has expressed wavering positions on the treaty, which requires industrial countries to reduce emissions of greenhouse gases, which are thought to contribute to global warming. After he met with Bush, he said he wouldn't ratify it but while in Europe, he said he would.
