Bush won't help with high gas prices

White House officials said on Monday that President Bush's forthcoming national energy policy won't address rising costs of gasoline.

Bush spokesperson said the President has no "magic wand" to fix prices. According to the Lundberg Survey of 8,000 service stations, the average price of gas , including all grades and taxes, increased 8.58 cents to $1.76 over the last two weeks.

The Energy Department says this summer's prices will range from $1.50 and $1.75, a 5 percent increase from last year.

Meanwhile, rolling blackouts resumed in California, cutting power to as many as 225,000 homes from San Diego to Sacramento.
