ANWR energy goals change

President Bush's national energy policy and his proposal to open up the Arctic National Wildlife Refuge are among the victims of Thursday's decision by Senator Jim Jeffords (Vt.) to leave the GOP, say political watchers.

Chairmanship of the Energy and Natural Resources Committee would shift from pro-drilling Frank Murkowski of Alaska to pro-conservation Jeff Bingaman of New Mexico. The two have introduced competing energy bills that contain similar goals but differ on ANWR drilling, price caps, and energy efficiency.
