MARCH 16, 2001 Many politicians in the European Union (EU) have been concerned about the environmental policy of the Bush administration and The Washington Post today reports that the President's skepticism of global warming could curtail international talks on the issue. Two weeks ago, Environmental Protection Agency Administrator d Christie Todd Whitman told EU officials that Presdient Bush would establish carbon dioxide standards. She took this directive from campaign promises Bush made to counter his challenger, former Vice President Al Gore. This week, he changed his mind about carbon dioxide emissions, which are believed to have an effect on global warming. Along with some other members of his adminstration, however, Bush has expressed doubts about the phenomenon. Talks about the Kyoto Protocol are ongoing. The protocol would establish limits on the amount of pollutants that industrialized countries could emit into the atmosphere. Bush opposes the Kyoto protocol, which has been the source of much controversy in the US Senate because developing countries would have much weaker restrictions on emission standards than industrialized countries.
