JANUARY 9, 2000

In an interview with The Associated Press, Bruce Babbitt, tbe outgoing Secretary of Interior criticized the property-rights stance of President-elect George W. Bush's pick to succeed him, Gale Norton.

"The radical property rights crowd are anarchists at heart, and I don't believe the American people will buy into that," Babbitt told the AP. Babbitt didn't criticize Norton directly.

Former Colorado Attorney General Norton is a staunch property-rights defender and has ties to property-rights groups, who seek government compensation when federal regulations prevent them from developing their land. Along with other Republicans, Norton has questioned some of the environmental decisions made by the Clinton administration.

Some are seeking President-elect Bush's help in overturning or rescinding them.
