DECEMBER 21, 2000

The $3 million sewer upgrade project being undertaken by the Mohegan Tribe will only help its expanding casino and not the nearby town of Montville, according to a tribal planner.

As a result, the city may have to spend its own money to upgrade the system. City officials had hoped the tribe's project would spur economic development, but instead the town may have to issue a moratorium on new building permits.
