The American Indian Town Hall, a grop of 100 Native leaders, teachers, parents, and one student, recommended that passing the state's AIMS test not be a requirement for graduation. The Town Hall said Native students need more time to prepare for the test, since they come from rural areas where schools are underfunded.

The Town Hall also recommended the inclusion of more Native history, culture, and traditions into the school curricula, salary hikes and incentives for reservation schools, the continuing of bilingual education, the encouragement of tribal invovlement in school positions, and for tribes to adapt their own academic standards.

The first run of the AIMS test in the spring of 1999 revealed Native students scored lower than average.
