School regents repeal race-based ban

In a largely symbolic move, University of California regents on Wednesday voted to repeal the school system's ban on race-based admissions.

The vote doesn't overturn a state ban on such programs, however. African-American and Hispanic enrollment at schools in the UC system has dropped since Proposition 209 was approved in 1996.
