President Bush plans to nominate Janice Rogers Brown, a conservative Republican who sits on the California Supreme Court, to the D.C. Circuit Court of Appeals, The Washington Post reports.

Brown would be the second African-American woman on the D.C. Circuit, which hears a number of Indian law cases. The Cobell and several tribal trust claims are currently pending in the circuit.

In related federal judiciary news, two Democrats on the Senate Judiciary Committee want to delay a vote on William H. Pryor to the 11th Circuit Court of Appeals. Pryor is being questioned about his fund-raising efforts for the Republican Attorneys General Association. Some Republican attorneys general solicited campaign contributions from companies who were in ongoing litigation with their respective states.
