Bush administration officials praised the outcome of Monday's decision upholding affirmative action despite asking the Supreme Court to reject the University of Michigan's admissions programs.

The Department of Justice submitted a brief that called the law school and undergraduate admission policies unconstitutional. President Bush said that minority students were selected "based primarily on the color of their skin."

In a statement yesterday, Bush said the decision will allow schools to achieve diversity without the use of quotas. Secretary of Education Rod Paige said his department will develop race-neutral programs.
